Separation agreement between Liberty, police chief is final

We reported that Liberty City Council met Thursday November 29th to approve a separation agreement with the city’s chief of police of the past three years, Thomas Claunch. This came after Claunch had been placed on paid administrative leave for weeks prior to council approving the agreement. Liberty City Attorney Brandon Davis said the city had received complaints of an unspecified nature against Thomas Claunch and hired an outside law firm, Olson and Olson to conduct an investigation into these allegations. The Liberty City Attorney said nothing criminal in nature was being alleged against Thomas Claunch but did not clarify what those complaints were about. The Separation Agreement document offers no more insight into those complaints but does show the details of Thomas Claunch’s retirement as Liberty Police Chief. As part of the Separation Agreement, Thomas Claunch agreed that his retirement was completely voluntary. Claunch’s retirement will be effective as February 13th 2018. The City of Liberty will, according to the agreement, continue to keep Thomas Claunch on paid administrative leave until then. Thomas Claunch will receive his full salary and benefits while on paid administrative leave. After his retirement Thomas Claunch will be paid for his accrued vacation and birthday time as laid out in the City of Liberty Employee Handbook. Thomas Claunch will receive an honorable discharge from the Liberty Police Department. Under the agreement, Thomas Claunch cannot bring any sort of legal action against the city of Liberty and neither side, Claunch or the City of Liberty can engage in any false, negative, critical or disparaging statements about the other. To date, the only reason for Thomas Claunch’s retirement as Liberty Police Chief is a comment from Liberty City Attorney Brandon Davis that both sides agree Thomas Claunch was “not a good fit”. As reported, Gary Martin is currently serving as Interim Police Chief for the City of Liberty.
