Devers Mayor on STARR Test: Devers Mayor Steve Horelica plans to issue a proclamation during tomorrow’s city council meeting, banning the state’s STARR assessment within Devers city limits. The mayor, who is also a fifth grade teacher at Devers Elementary, said he believes the Texas Education Agency’s assessment system is not effective and is unfair to many students. While the Devers mayor acknowledges his actions won’t carry the weight of law, he hopes his voice joining in unison with that of other likeminded individuals will bring about a change to the state’s student assessment process. Devers City Council meets tomorrow at 6 p.m. at the city building.
