Trooper Blackburn: A Department of Public Safety trooper with local ties, who was critically injured by an alleged drunken driver almost a year ago, has returned to active duty. DPS Trooper Chad Blackburn was parked on the shoulder of I-45 in Harris County early Labor Day morning 2016. That’s when his patrol car was struck by the alleged drunken driver. Critically injured, the veteran DPS trooper spent time in a Houston hospital, a League City rehab center and at home recovering from his injuries. Trooper Blackburn is now on full duty in a new DPS patrol car assigned to the Houston DPS office.

If James Haggard is found guilty by that jury, he has elected to have Judge Morefield assess his punishment.

Forecasters now say there is a 60 percent chance of an above-normal season, with 14 to 19 named storms and 2 to 5 major hurricanes.
