TIRZ: Liberty County Commissioners, met in a special called meeting yesterday, for public discussion on the possibility of the county participating in what is called a Tax Increment Reinvestment Zone. Referred to as a “Tirz” this is a way for a developer to recoup some of their investment, not through charging additional taxes as would a MUD district, but by agreement with the existing taxing authorities. If for example, Liberty County agreed to a 60/40 arrangement, Liberty County would pay the developer 60% of the property taxes received and keep 40%, for up to 25 years, depending on the agreement reached. The City of Cleveland has already agreed, in theory, to the 60/40 plan. The vote was unanimous in favor of negotiating. No final agreement has been struck.
