Transportation Funding: The 3rdspecial session of the Texas Legislature ended with the passage of a bill to fund maintenance and construction of the state’s highway system. State Representative John Otto said the bill allows for lawmakers to determine each session an appropriate amount to keep in the “rainy day fund” and then half of any remaining funds will go to build roads. Texas voters will have the final say on whether this legislation providing money from the rainy day fund for TX Dot’s construction and maintenance budget will become law. The constitutional amendment election asking for that change will be on the November 2014 ballot.
