FILING INSTRUCTIONS
 
Broadcast station licensees are required to afford equal employment opportunity to all qualified persons and to refrain from discriminating in employment and related benefits on the basis of race, color, national origin, religion, and sex. See 47 C.F.R. Section 73.2080. Pursuant to these requirements, a license renewal applicant whose station employment unit employs five or more full-time station employees must file a report of its activities to ensure equal employment opportunity. If a station employment unit employs fewer than five full-time employees, no equal employment opportunity program information need be filed. If a station employment unit is filing a combined report, a copy of the report must be filed with each station's renewal application.
 

A copy of this report must be kept in the station's public file. These actions are required to obtain license renewal. Failure to meet these requirements may result in sanctions or license renewal being delayed or denied. These requirements are contained in 47 C.F.R. Section 73.2080 and are authorized by the Communications Act of 1934, as amended.

The purpose of this document is to provide broadcast licensees, the FCC, and the public with information about whether the station is meeting equal employment opportunity requirements.
 

GENERAL POLICY
A broadcast station must provide equal employment opportunity to all qualified individuals without regard to their race, color, national origin, religion or sex in all personnel actions including recruitment, evaluation, selection, promotion, compensation, training and termination.
 

RESPONSIBILITY FOR IMPLEMENTATION
A broadcast station must assign a particular official overall responsibility for equal employment opportunity at the station. That official's name and title are:

1.KSHN STAFF HAS HAD NO FULL TIME OPENINGS IN FIVE YEARS. WE HAVE HAD ONE SUNDAY MORNING ANNOUNCER OPENING IN THE PAST 12 MONTHS. THIS STAFFER WORKS FIVE HOURS A WEEK.

2. WHEN OPENINGS DO OCCUR WE HAVE A LARGE FILE OF JOB APPLICANTS FROM WALK-IN APPLICANTS AND REQUESTED APPS FROM PREVIOUS OPENINGS. BY POLICY WE USE THE TEXAS ASSOCIATION OF BROADASTER EMPLOYMENT SERVICE FOR MORE APPLICANTS AND ALSO TO ADVERTISE OUR OPENINGS WITH THEM. PART TIME OPENINGS ARE FILLED BY ADVERTISING ON THE AIR AND CHECKING WITH OTHER LOCAL EMPLOYERS FOR THEIR APPLICANTS WHO MAY HAVE SKILLS WE CAN USE. THE LIBERTY DYATON AREA CHAMBER OF COMMERCE ALSO KEEPS JOB APPLICATONS. ON THE PART TIME JOBS WE DO A LOT OF TRIANING OF BEGINNERS BUT THERE TOO WE HAVE BEEN FORTUNATE IN BEING ABLE TO FIND COLLEGE OR OTHER STATION TRIANED APPLICANTS. THAT MAY BE OUR PROXIMITY TO LARGER MARKETS (HOUSTON, BEAUMONT EACH WITHIN 30 MINUTE DRIVE).

TRINITY RIVER VALLEY BROADCASTING CO.(TRVBC) PARTICIPATES IN JOB FAIRS AT THREE OF THE LOCAL HIGH SCHOOLS MOST YEARS. WE ALSO SPEAK TO CAREER PROGRAMS OFFERED BY SCHOOLS.

TRVBC MANAGMEENMT HAS CONTACT WITH CHANGING LAWS AND INTERPRETATIONS OF THOSE LAWS THRU SEMINARS AND CLASSES OFFERED BY THE TEXAS ASSOCIAITON OF BROADCASTERS. WE ACCOMPLISH THIS ON LINE, AT ANNUAL CONVENTIONS AND THR0UGH WEEKLY ADVISORIES FROM THE ASSOCIATION.

MOST DAYS TRVBC IS PROVDING INFORMATION AND/OR TOURS OF STATIONS TO VISITORS AND CLUBS, GROUPS AND ORGANIZATIONS.

TRVBC MANAGEMENT AND EMPLOYEES HAVE REGUALR CONTACT WITH CROSS SECITON OF COMMUNITY GROUPS. EXAMPLE OF THOSE IS CHAMBERS OF COMMERCE IN BOTH LIBERTY AND DAYTON, SERVICE CLUBS SUCH AS ROTARY AND LIONS, REGULAR CONTACT WITH HIGH SCHOOL CAREER CLASSES. MANAGEMENT IS AT HIGH SCHOOL OR IN CONTACT WITH ADMINISTRATION AND COUNSELORS MOST WEEKS FOR ONR REASON OR ANOTHER. EVERY SINGLE WEEK, 52 WEEKS A YEAR, LOCAL SCHOOLS ARE INTERVIEWED ON LIVE RDIO PROGRAM AND WE STAY IN TOUCH WITH STUDENTS, COUNSELORS, COACHES AND TEACHERS WITH TWO LOCAL HIGH SHCOOLS. TO A LESSER EXTENT WE ARE ALSO IN CONTACT WITH ALL SIX LOCAL DISTRICTS.
